A shocking affidavit racket has come to light in Chauparan, where photocopy and document shops near the Block Mod and Block Campus are reportedly selling pre-signed and pre-notarized affidavits — openly and without any official scrutiny. These affidavits, allegedly notarized in Barhi or Hazaribagh, are being sold locally with blank spaces for names and dates, ready to be filled in by buyers on demand.
According to local sources, the process is disturbingly simple. When someone requests an affidavit, shopkeepers pull out a pre-stamped and pre-signed document, write the buyer’s name and date, and hand it over as a “valid” affidavit — all within minutes. These documents are then used freely for official purposes.
Even more concerning, residents allege that these fake or unauthorized affidavits are being accepted without question at the Chauparan Circle and Block offices. They are routinely used for government procedures such as mutation (dakhil-kharij), LPC (Land Possession Certificate), and other land-related work. Officials, including clerks and even the Circle Officer (CO), are said to be approving these papers without proper verification.
Locals say that whenever an affidavit is needed for any government process, people simply visit nearby shops and return with a “ready-made” affidavit, bypassing the entire legal procedure. This practice not only undermines transparency and accountability in administrative systems but also exposes serious misuse of the notary system.
Concerned citizens have now demanded that the district administration take immediate action. They have urged authorities to launch a full investigation, identify those responsible for producing and selling such fraudulent affidavits, and ensure all affidavits used in official work are genuine and verifiable.
