Jamshedpur: Jamshedpur Municipal Corporation plans have been pushed forward by Jamshedpur West MLA Saryu Roy, who has urged Chief Minister Hemant Soren to expedite the process of declaring Jamshedpur a metropolitan municipality and issue a notification before the upcoming Assembly session in December. He said a Metropolitan Planning Committee should be established, incorporating Jamshedpur and surrounding urban and rural areas, in accordance with Article 243ZE of the Indian Constitution, to ensure coordinated regional development.\n\nRoy said the Jamshedpur Notified Area Committee, Mango Municipal Corporation, Adityapur Municipal Corporation, Jugsalai Municipal Council and surrounding areas, including Bagbera, Sundernagar and Govindpur, should be brought under an integrated development plan. He said the formation of a metropolitan municipality was necessary, given the geographical proximity of these areas and their interdependence in terms of civic amenities.\n\nHe said a Metropolitan Planning Committee would help improve the provision of drinking water, electricity, sanitation, roads and other basic facilities. It would also support the conservation of natural resources, environmental improvement and the coordinated implementation of development plans.\n\nThe MLA said he had introduced a non-official resolution on the issue in the Assembly on 5 August 2022. At the time, the government had acknowledged the relevant constitutional provisions but cited certain administrative hurdles, including the absence of elected urban local bodies.\n\nAccording to Roy, municipal elections have since been held in Mango, Jugsalai, Adityapur and Kapali. An order has also been issued to establish an industrial committee in place of the Jamshedpur Notified Area Committee. He said these developments had created favourable conditions for moving ahead with the formation of a Metropolitan Planning Committee.\n\nRoy noted that Chief Minister Hemant Soren also holds responsibility for the Urban Development Department. He urged the government to take an early decision in accordance with constitutional provisions. He warned that if the notification was not issued before the December Assembly session, he would raise the issue again in the House.
